Terms of service

CivicRecap takes recordings and agendas that councils and boards have already published, and produces a searchable record of them: transcripts, agenda-anchored highlight clips and a written briefing of what happened. It covers councils, boards and commissions in California.

We are not affiliated with, endorsed by, or speaking for any of the agencies whose meetings appear here. The agency's own recording, agenda and minutes are the official record. This site is a way to find your way around them.

Briefings, chapter summaries, clip headlines and agenda previews are generated by AI from the meeting's own transcript and documents. They are checked automatically against the source — a statement that cannot be traced back to the recording is removed before you see it — but that is a filter, not a guarantee. Summaries and transcripts are AI-generated and may contain errors.

Every statement in a briefing carries a play marker to the moment in the recording it came from. Use it. Do not rely on anything here for a decision that matters — legal, financial, electoral or otherwise — without checking it against the official meeting record.

You need an account to watch recordings, read transcripts, follow a council or board, or receive email. Sign-in runs through our provider; keep control of the email address you sign in with, since anyone who has it can reach the account. You are responsible for what happens under your account.

One person, one account. You may delete yours at any time from your account page. We may suspend or remove an account that is being used for anything in the next section.

Please do not:

• Scrape, crawl or bulk-download the site, or try to pull media out of it in bulk.
• Work around the sign-in requirement, share credentials, or pass around signed media links so that others can avoid signing in.
• Probe, overload or interfere with the service or the infrastructure behind it.
• Re-publish AI-written summaries in a way that presents them as the agency's own words or as an official record.
• Use the service to harass anyone, or to break any law.

Sharing a link to a meeting or a clip is not only allowed, it is the point — a shared link opens for whoever you sent it to.

There are no downloads. Clips and recordings play on the page and are shared as links to it; the underlying media stays with the council or board that published it, which is where anyone who needs a copy should get one. Media URLs we issue are signed and expire.

Meeting recordings, agendas and other documents belong to the councils and boards that published them and are generally public records; we make no ownership claim over them. The site itself — its software, design and the summaries produced by it — belongs to Grizzly Studios LLC. If you believe something here infringes your rights, write to support [at] civicrecap.com and we will look into it.

CivicRecap is provided "as is" and "as available", without warranties of any kind, express or implied, including any warranty of merchantability, fitness for a particular purpose, accuracy or non-infringement. We do not promise the service will be uninterrupted, that any particular meeting will be covered, or that what you read here is complete or correct.

To the fullest extent the law allows, Grizzly Studios LLC is not liable for any indirect, incidental, special, consequential or punitive damages, or for any loss arising from your reliance on anything published here. Our total liability for any claim relating to the service is limited to one hundred US dollars. Some of these limits may not apply to you where the law does not allow them.

We may change the service or these terms; the date at the top of this page says when they last changed, and continuing to use the site after a change means you accept it. You may stop using the service at any time, and delete your account from your account page. We may suspend or end access for a breach of these terms.

These terms are governed by the laws of the State of California, without regard to its conflict-of-laws rules, and any dispute belongs in the state or federal courts located in California.
